In early July 2001, the Phoenix Memo "advising
of the possibility of a coordinated effort by Osama Bin Laden to send students to the US to attend civil
aviation [schools]" was seen by at least a dozen FBI officials but was never shared with the CIA.
In early August 2001, "Bin Ladin Determined To Strike in US" was the title of a Presidential brief prepared by the CIA.
Ten days later, four weeks before 9-11, alleged 20th hijacker Zacarias Moussaoui was arrested by the FBI and INS on
an immigration violation after paying cash to use a 747 simulator. Numerous requests to search his laptop and
personal rooms were denied.
The June 2015 passage of the USA Freedom Act, a non-comprehensive and somewhat incomprehensible bill, does not go
nearly far enough to restore Americans' basic 4th Amendment rights. The FBI should be merged into the CIA, but the
resulting monster should be kept on a short leash: no spying on any communications of any American unless that
citizen has given cause (cause including direct communications with a suspected terrorist) to waive his or her 4th
